Abstract
Cross-subsidization has become a frequent topic in public debates and quite stigmatized in recent years in the wake of deregulation. Public monopolies increasingly find themselves operating not only in regulated markets, but in competitive markets as well where they are often accused of illegally using resources from the regulated market to stifle competition. Therefore, cross-subsidization is a term often expressly included in asymmetric regulation of dominant public firms stating that cross-subsidies from the regulated to the competitive markets is illegal. However, the definition of cross-subsidization is often vague and this will have implications not only for the effectiveness of debate, but also for the possible strategic motives behind cross-subsidization, its possible consequences for competition, and the measures to be taken against it. This note discusses different definitions that regulators are likely to encounter, and based on these introduces a novel classification framework according to underlying motivation and consequences for competition.
